I just finished reading the novel about a group of kids with the enthusiasm on education. Being given an opportunity to be a school is the best thing happened in their lives. But kids nowadays [some of them] are losing their appreciation towards the education.
Turning back alley into sex den - that's not what students supposed to do. Education and morality come together. But I believe some people are arguing that morality should be separated from education because there are two different entities. I don't really agree with this argument. The purpose of education itself, inter alia, is to guide the kids on morality and how they supposed to behave morally.
And the question might be the same. Who should be blamed? Students should act like students. This is the time to build identity and personality. To be somebody useful not only to family, religion, country but most importantly to be somebody to yourselves.
This is a shame, if I could say it. But still right approaches must be taken to deal with these students. Defining "right approaches"? That's part is the hardest one because different students may react to different methods of "attitude adjustment".

MALACCA: A group of delinquent secondary school students have turned the back alley of a commercial centre in Jalan Gajah Berang into a pre-dawn “sin and sex” paradise.
The students converge at the area as early as 5.30am before going “wild” some explicitly engaging in sexual acts which traders in the area claim to have witnessed almost daily since the beginning of the year.
Many were spotted smoking before the school session started at 7.40am.
